Bug fixes :

1. Unable to view/edit for Function Settings page due to error.
2. Outlet Store ID was wrongly defaulted to "undefined" during approval of new outlet request.
3. Fix of error when user tried to download Cheque and IBG listing excel file without specifying the date range.

Enhancements :

1. Remove "chart.js" node module that is not used anymore.
2. Exclude Outlet with "new outlet request" and "rejected" from the listing screen.
3. Apply user access control for Cheque and IBG screens.
4. Enhance Functions Settings page to be more dynamic in case new roles are added. Added CSS functionality to remove tenant name in mobile view.
5. Enhance Product listing API for android to prevent API from failing when there are duplicate rows.
6. Miscellaneous code cleanup.
